The free tier covers the IPMERC 101 training without the CRM. No setup fee, no year up front, cancel monthly.
Compare that to a CRM implementation project and the difference is the shape: a starting desk pays for a subscription it can leave, not a migration it must recoup.

Who is the IPMERC CRM for?
Small werving-en-selectie bureaus under about 10 seats and starting consultants who do not run a CRM yet. They get pipeline and training in one subscription, with no implementation project. That is the whole audience; larger teams are better served by a dedicated CRM plus the IPMERC integrations.
Is IPMERC a Bullhorn, Carerix, or OTYS alternative?
For most teams, no. Those are dedicated ATS and CRM platforms with a scale and an ecosystem we do not try to match, and a bureau that runs one and is happy should stay. IPMERC is a training platform whose subscription includes a CRM sized for a small desk. The overlap is that narrow, on purpose.
